Residents of low-income households may qualify for the New York Home Energy Assistance Program (HEAP). Eligible applicants receive one regular HEAP benefit per year to help them pay heating costs through a qualified vendor such as Approved Oil. You may also receive emergency HEAP benefits if you are in danger of running out of fuel or if you’re in danger of having your utilities shut off.

Eligibility and benefits are based on:

  • Household income
  • Household size
  • Primary heating source
  • The presence of a household member who is under age 6, over age 60, or permanently disabled

Your household may be eligible for a Regular benefit if:

  • You and your household members are United States Citizens or qualified aliens, and
  • Your household’s gross monthly income is at or below the current income guides for your household size or
  • You receive Supplemental Nutrition Assistance Program (SNAP) benefits or
  • You receive Temporary Assistance or
  • You receive Code A Supplemental Security Income (SSI Living Alone)
